Education Protection Act
Proposition 30, The Schools and Local Public Safety Protection Act of 2012, approved by the voters on November 6, 2012, temporarily increases the states sales tax rate for all taxpayers and the personal income tax rates for upper-income taxpayers.
The new revenues generated from Proposition 30 are deposited into a newly created state account called the Education Protection Account (EPA). School districts, county offices of education, and charter schools (LEAs) will receive funds from the EPA based on their proportionate share of the statewide revenue limit amount. A corresponding reduction is made to an LEA’s revenue limit EPA entitlement. LEAs will receive EPA payments quarterly beginning with the 2013-14 Fiscal Year.
Proposition 30 provides that all K-14 local agencies have the sole authority to determine how the funds received from the EPA are spent, but with these provisions:
The spending plan must be approved by the governing board during a public meeting.
EPA funds can not be used for the salaries or benefits of administrators or any other administrative costs.
Each year, the local agency must publish on its website an accounting of how much money was received from the EPA and how the funds were expended.

At a public meeting held on Monday, October 21, 2013 the Board of Directors of the Museum School Collaborative approved that 100% of EPA funds be used to cover salary costs of non-administrative certificated and classified staff.

Update – 2014-2015
At a public meeting held on June 23, 2014, the Museum School Collaborative Board of Directors approved that 100% of 2014-15 EPA funds shall be used to cover salary costs of non-administrative certificated and classified staff.

Update 2015-16
At a public meeting held on May 26, 2015, the Museum School Collaborative Board of Directors approved that 100% of 2015-16 EPA funds shall be used to cover salary costs of non-administrative certificated and classified staff.

Update 2016-17
At a public meeting held on May 31, 2016, the Museum School Collaborative Board of Directors approved that 100% of 2016-17 EPA funds shall be used to cover salary costs of non-administrative certificated and classified staff.

At a public meeting held on June 13, 2017, the Museum School Collaborative Board of Directors approved that 100% of 2017-18 EPA funds shall be used to cover salary costs of non-administrative certificated and classified staff.

Update 2018-2019
At a public meeting held on June 18, 2018, the Museum School Collaborative Board of Directors approved that 100% of 2018-19 EPA funds shall be used to cover salary costs of non-administrative certificated and classified staff.
Expenditures for the 2018-19 school year were $46,232.
Update 2019-2020
At a public held meeting on June 10, 2019, the Museum School Collaborative Board of Directors approved that 100% of 2019-20 EPA funds shall be used to cover salary costs of non-administrative certificated and classified staff. It was reported that the actual expenditures through June 30, 2019 were $46,232.

Update 2020-2021
At a public held meeting on June 8, 2020 the Museum School Collaborative Board of Directors approved that 100% of 2019-20 EPA funds shall be used to cover salary costs of non-administrative certificated and classified staff. It was reported that the actual expenditures through June 30,2019 were $46,104.
Expenditures for the 2020-2021 school year are $46,104.
Update 2021-22
At a public held meeting held on June 14, 2021, the Museum School Collaborative Board of Directors approved and confirmed that 100% of the 2021-22 EPA funds, approximately $42,058 in Education Protection Account (EPA) Funding shall be spent exclusively on certificated teacher salaries.
Expenditures for the 2021-2022 school year are $42,060.01
Update 2022-23
At a public held meeting held on June 9, 2022, the Museum School Collaborative Board of Directors approved and confirmed that 100% of the 2022-23 EPA funds, approximately $44,160 in Education Protection Account (EPA) Funding shall be used on Certificated Teacher Salaries, thus solely for instructional, non-administrative expenses.
The expenditures for the 2022-2023 school year were $41,814. These funds were spent exclusively on teacher salaries.
Update 2023-2024
At a public held meeting held on June 12, 2023, the Museum School Collaborative Board of Directors approved and confirmed that 100% of the 2023-24 EPA funds, approximately $44,814 in Education Protection Account (EPA) Funding shall be used on Certificated Teacher Salaries, thus solely for instructional, non-administrative expenses.
